Both phonetics and phonology study speech sounds. Phonetics studies them as a physical entity while phonology studies them as a part of grammar.

 

Phonology is a branch of linguistics so, yes, there is a relationship between them.

In my opinion, both of them study sounds but phonology is about how sounds are allowed to occur in a specific language and it has more information.
