I would try putting both options together to please most people: vote to see if anybody is interested in becoming the mayor, but in case nobody is a good fit, just let it become a ghost town

I would agree. Because there are so many towns and cities that overcrowded. Also every person have to have a right to live where hi/she wants. Don't see reasons why she have to live her home

She should make advertisements that like king of island. Ask people from around USA, if someone wants to be Mayor. There might be someone. She can leave her bar to that person and make contract. That way she can protect town to be ghost town.

Despite Elsie's love for Monowi and what she does, she realizes that she must retire soon. She is unsure of what do with Monowi; she is the mayor after all, and if she leaves, the town will not exist anymore. She decides to have the residents of the entire state vote to either elect a new mayor of Monowi or let it become a ghost town.
